I went to thinpad power manager and set the battery to only start charging when the battery is below 70% but once I plug in the AC adapter, it starts charging even though my battery is 90% charged. I did a clean install btw so I dont know if that affects this in any way

Hover your cursor over Power Manager and tell me what it says. It should say "Charging will start when below x% and stop at x%."

I've had the same problem, along with my display not holding its brightness setting. I believe it's an incompatibility with the Thinkpad Power Manager and Vista's Power Management/Manager. At this point there's not much you can do. Maybe uninstall both the Thinkpad Power Manager utility and ACPI Power Management driver, and reboot. Then reinstall one at a time, rebooting after each install, and see if that helps. If you have the time, you should contact Lenovo tech support about this. Maybe they'll have a fix when they release another driver/utility update. Who knows?
