t400 lock drag on trackpad

it seems that my trackpad is exhibiting the lockdrag behavior without it being selected.

for instance if i double click the title bar of a window using the trackpad click, not the buttons, it will lock onto moving the bar after i move my finger off the trackpad.

this seems like a new development with my machine.

this also happens when highlighting text. ill double tap the pad and select the text and then let go but when i move the mouse it starts deselecting text.

 

also sometimes ill click the close button in the corner of the window and then let go of the pad and it will just keep the button depressed but not close it
