is the NVIDIA video card of the T520 inferior to the ATI 3650 of the T400.

I've noticed a lot more glitches and errors in playing some of the same videos/games. BS Player won't even replay without freezing.

    EDIT: ATI 3470

Do you mean the T500? The T400 comes equipped with the HD3470. It's a static benchmark, but the 3470 has a 3Dmark06 score of about 2500; not particularly powerful for modern games.

The T520 has a score of about 4900, making it almost twice as powerful as the T400. However, if you mean the T500 with the HD3650, that benches between 3900-4300. As far as that particular benchmark goes there's not mch difference and I find that I can comfortably game on the T500 as long as I tone down the settings a little bit.

The T500 and T520 are approximately equivalent as far as gaming performance goes, with the T520 having a bit of an edge.

The T520 should perform much better in games than the T400.

    Yes, I meant the HD3470.

Drivers are up to date. Anything else I should check?

If you have the Optimus-equipped version of the T520 (if you bought it relatively recently, you will have this) rather than the non-switchable graphics version, you might want to check whether the discrete GPU is being used. I don't have an Optimus machine, so unfortunately I can't help with further details.
