I tried Fedora 11 on my T61p and there's a feature to scroll by sliding 2 fingers on the touchpad.

Is there something in windows that allows the same thing?

not windows since people can't do that with their thinkpads, but certain drivers installed on their touchpad. the synaptic pads have the capability, but people who have windows would have to give installing multitouch drivers off the site a try.

I personally like scrolling with the right side of the pad instead of two fingers. Just me though.
