Are you running it on a material like carpet, bed, etc. or against a wall? What I'm getting at is if exhausts are blocked you may be seeing temps like this

how are you measuring the fan speed? Are you using a 3rd party app like TPFan Control? If so, make sure that the fan speed doesn't automatically switch to 0 rpm or some low speed by changing to a 'smart' config or something of that sort. In performance mode once the CPU temp hits 50 or so it might be automatically switching the fan speed.

    Download tpfancontrol

Make sure you use the program in BIOS mode so you see when the fan is ON or when it is triggered. I've a similar processor to yours (T8100) and the max temperature I've got is about 76C with hot ambient climate of around 30-32C and I also use the laptop on my bed so I don't think it affects a lot.

You need to figure out if the fan is working and at which speed (3500RPM) is the max speed on a T61 fan, my T42p fan ramped up to 4500RPM. But even so my T61 fan speed never goes that high (3,000RPM).
You might recheck again the heatpipes, removing the keyboard and blowing compressed air inside the fan fins and in direction of the exhausts.
If that doesn't work and if you are out of warranty you could consider removing the fan and putting a new coat of thermal paste, but again, I'd say that a proper clean fan and exhausts solve the overheating issues 99.9%.
