what's the difference?

A lot. Ultrabay means that the optical drive is in the notebook's ultrabay, a space specifically design so that certain components like optical drive, removable hard drive, or extra battery can fit in.
Dual layer refers to the number of layer on a dvd disk. In fact ahs nothing to do with ultrabay at all. -
oh. So tell me, DVD-ROM 8x, ultrabay slim, is that a DVD recorder or not? If it is, what's the difference btween that and the DVD Recordable 8x MAX dual layer?

If it's just DVD-ROM, then it only Reads DVDs/CDs.
But if it's DVD-+RW, then it burns DVDs and Reads them.
DVD-+RW/DL, means it can burn regular DVDs and also burn Dual Layer DVDs and read both.
Then there's also the Combo Drive:
DVD-+RW/DL/CD-+RW, which burns DVDs, DL DVDs, CDs, and read all 3 formats. -
usually a combe drive is a ODD that can read CDs and DVDs but only can write CDs
ultrabay vs. dual layer
