I have a T30 with processor: x86 Family 15 Model 2 Stepping 7 GenuineIntel ~1993 Mhz
I have an opportunity to upgrade to a T41 with processor: x86 Family 6 Model 9 Stepping 5 GenuineIntel ~1598 Mhz
will I notice much difference between these two if I go to the trouble of upgrading? I don't know how to compare the processors.

If it won't cost anything there is not to go for it. Despite the lower clock speed, the M will be a bit faster because it is a more efficient CPU, but it will depend on what you are doing. For things like Office or Internet, the hard drive or memory will make a bigger difference.

Answer to your "Upgrade T30 to T41" ... Personally what's the point??
Try putting a faster hard drive and more memory instead of putting a faster processor.... Might help bit more than buying a "fast processor" cuz your "hard drive and memory" might bottleneck "Slow down" the processor, so it will still feel slow.
Try....
Memory - maybe 1gb?
Hard drive - 5400 rpm 80gb? or 7200rpm hard drive?
