I was looking into getting an external storage solution and I came across a review from some one using an expresscard34 slot to use a usb3.0 drive. I see here( link) there are adapters that fit into the expresslot that have usb 3.0 on them. In this review

you notice he says provides 500ma. I have the Y460 with i5-460 processor. What would my laptops ma be? Would it be enough to power usb 3.0? Here is the external drive I was looking at, a freeagent 1tb GoFlex Storage system( link).

For starters you may want to check the very detailed technical specs in the documentation for your system. Although you shouldn't have to worry too much because if your system cannot provide that power, you can usually provide it to the card with an adapter of some kind. Most USB adapters have a power jack connector on them that allows you to connect it to an external power source that you may have to plug into another wall outlet, but if you can do that at least, you can use any USB 3.0 or lesser device without having to rely on just your machine for the power consumption.

External hard drives on the other hand may already need to be plugged into the wall in which case would not apply here as they would be powered off of their own power source and therefore not require relying on the system to power the device.
