    I downloaded power manager but what does power manager driver 1.60 do exactly?

    I believe it provides some Lenovo-custom functionality, not available via standard ACPI power management.

    The Power Manager driver is what makes many of the Power Manager's tweaks possible. I didn't write the driver, so I don't know what exactly is in there, but I would assume it allows PM to control fan speed, get battery information, etc. You must have it installed for PM to work.
