Tablet functionality has been substantially refined in each new iteration of Windows. XP Tablet is a superset of XP Pro and has tablet functionality, but is poorly optimized. Vista has a substantially better tablet UI and Windows 7 is better still.

Read this detailed MS blog post about improved Ink & Tablet PC support in Windows 7.

I would recommend any version of Windows 7 (Home Premium and up include tablet support). Home premium is likely all you need (64-bit if you want 4GB+ of RAM). Professional is useful if you want XP virtualization mode, the ability to join network domains, or remote desktop host. Ultimate is generally a waste of money unless you really need it to run in a language other than that of your host country (can pick one of 30+).
