Is BSD going to run a lot faster than windows on a T9900 with a 500gb 7200rpm HD and 4GB RAM?

Short Answer: Yes
Long Answer: It depends on what all you run. Linux is much easier to streamline than windows. I run Arch with barely anything running and it's quite a bit faster. Plus I run XP and Arch64 actually uses all of my RAM.
Correct Answer: Maybe -
If there ain't a reason for choosing BSD and you just want a streamlined system, better go for Arch or Gentoo Linux. Considering you're installing it on a brand new notebook, the hardware support is likely a lot better on rolling-release Linux distributions than on any BSD.

As the previous posters have recommended, I would second the use of Linux. Note that you will need a 64-bit OS to address all 4GB of RAM.
