I made a huge mistake on my nephews dual boot computer trying to expand the Ubuntu partition in order to update from 9.4 to the latest version. Whenever I try to boot I get Grub loading then error 22 then nothing.
I've since wiped all partitions and still get the still error. When trying to boot from a Ubuntu CD which will get the start Ubuntu with the moving bar, will go dos for a bit then blank screen. The only CD's that will boot are Parted Magic and Ultimate Boot. I tried to use two boot manager tools (MBRTool, MBRWork) on the UB CD however neither would work.
Any ideas?

Grub (the part that gives you the error) isn't situated in a partition but in the MBR. Therefore wiping the partitions was useless. If you just do a standard* installation of Ubuntu this will be fixed automatically.
Your CD problem is independent of that. first you should check if it's not damaged. This is what the md5sum provided with the ISO is for. If the md5sum of your CD matches the one provided by Canonical, it's intact. In that case you should check, why the CD refuses to boot. My first suspicion would be a graphics driver problem (Do you have an ATI card?).
You might find some helpful messages if you press F6 when the boot menu of the Ubuntu CD comes up and then remove the parameters quiet and splash from the command line that appeared.
You may also want to try the Ubuntu Alternate CD.
*) you may still want to have a closer look at the partition layout during the installation. -
Seems like there is something more at play here ... If the Ubuntu live CD isn't working, it is not related to MBR problems. You should be able to run through the ubuntu install (since there is nothing on the hard drive) and install to partition sizes what you want. It will overwrite GRUB in the MBR

These might be two separate issues - i dont think grub can interfere with the booting of a cd - maybe try unplugging the HDD and then try to boot from cd to see what happens

Well, if i understand it well, all data on HDD were wiped out anyway. In this case, download the fixing utility from HDD manufacturer website.
Burn the iso, boot it, overwrite everything, run check utility, install whatever OS ...
