I'm trying to install Ubuntu Ultimate v2.1. But whenever i try to resize my current partition in windows (since i cant do it in Ubunto it only lets me format my current one) it says

    Logical disk manager:
"The service cannot be started, either because it is disabled or because it has
no enabled devices associated with it"

Both the RCP (or whatever it is) and the other required service are set to auto start and running.

    Can anyone please help
    Thanks

use a linux live CD, like Ubuntu's.
Boot from CD, run GParted as root and partition your hard disk from there.
(IIRC, you might have to repair your windows installation if you still want to use Windows bootloader - but I'm not sure about that).

I'm presuming you mean a cd other then Ubuntu Ultimate v2.1? Since I've tried that and it wont let me make a new partition without deleting the current one

You probably need to resize your partition to free up some space. Beware though, if the partition is fragmented, it could take hours to do.

Like Charr said, defrag the partition with windows on it at least once. Download the live CD and run the live session. When you're in there, open a Terminal and type in "sudo gparted"
