Is there a place in Ubuntu 8.1 that displays all your hardware on your laptop where you can disable them, configure them, update drivers, etc? I can't seem to find them.

nope, drivers will be updated automatically and configuring them can be done from their respective control panel

It's 8.10, that 0 counts a lot.
As said, they are updated and configured automatically, but the ones that aren't installed by default can be installed using the Hardware drivers Manager under the Admin sub menu(System>Admin.) -
You can install a Device Manager by searching for it in the Package Manager.
Go into View in the menu and select properties for full info on your hardware. -
Didn't it come by default in earlier versions of ubuntu. I swear I remember it being in the admin tab before.

There was a default device manager of sorts back in 6, I think it was. I don't remember the exact name of the Gnome Device Manager in Synaptic, but it is a handy little app to have.

If you want to see what's in your machine, there's 'lspci' and 'lsusb'. If you want to see what drivers are loaded, try 'lsmod'. Not much other than that available by default. If you're a power user, you don't really need a GUI
If you do, you're not a power Linux user, and shouldn't be mucking with the hardware.

How I become one of these "power Linux users"? Is there some switch to be thrown in my little pea brain? I haven't found it yet.
Not being one of the elite, maybe I shouldn't say anything. But it seems to me that a large percentage of Linux users fall somewhere in between "I just installed this; what do I do now?" and "HA HA you silly mortals; I laugh at the desktop interface!" -
Linux users are more like this:
Newbie: "HELP! I OVERWROTE MY WINDOWS PARTITION!!!!!!!!!!!!AHH!!!!!!!!!!"
Experienced Response: "Congratulations, now install Gentoo."
EDIT: I failed to mention Arch users:
Newbie: "How do connect to my wifi? I've tried everything, It's an atheros card"
Experienced: "Your such a n00b, it's so simple you idiot!"
Newbie: "Fine then, I'll install Gentoo"
Experienced: "Gentoo sucks arch is teh best. n00b!"
