It said to burn the ISO to the disk. Which file is the ISO?

After I downloaded it, it came as a Winrar file named Ubunto0.04-iso. I extracted the files and now it's a folder with a bunch of subfolders and little files inside them. What am I supposed to burn to the disk? I'm confused. I tried burning the whole Winrar package to a disk and it doesnt work, when I reboot it just goes back into Windows.

I'm not sure why you have a RAR file. None of the trusted download locations distribute RAR files. I'd scrap that and download it direct from the source:
    http://www.ubuntu.com/getubuntu/download

Take the ISO file and burn it as an image in your CD burning software. If you are using Nero Express (preinstalled on lots of computers), here is how to burn an ISO image.

It looks the same way when I try to download it from Ubuntu.com.
When I click on file download, it says

    Name: ubuntu-9.04-desktop-i386.iso
    Type: WinRAR archive, 698 mb

That's what I downloaded last time and got a file that looked like a Winrar archive file. When I extract it, I got a bunch of smaller files.
One is a very large file in it named wubi.exe, should I burn that to CD?

You need to burn the ISO as a disc image. There should be an option in your CD burning software to burn an image, do not uncompress the ISO file.

Edit: First download and install InfraRecorder then follow these steps. :)

Yeah, WinRAR has the power to unzip ISOs. The ubuntu-yadada.iso file IS the ISO file. AuG has got ya covered.

Right, it looks like winrar is seeing the iso file as an archive file(something it can handle), just ignore that. As allurG said. Don't double click the ISO file or extract it. Just use your program that burns Cds/DVDs(ex: Nero, Roxio etc) and try to find an option called something to the effect "burn image file". Then you will be asked for the image file. Just point to the ISO you have for Ubuntu. Then when it finishes burning the disk, you should be all set with the "Live CD"
