As you may know, KDE 4.7 has been released. You can read about it here:

Now the questions is, when will the mayor distros have it available in their standard repos? Of course, rolling release distros are likely to have it first. I have a machine running Open SUSE (Tumbleweed) and several others running PCLinuxOS. I just checked and neither of them have it yet. I can't wait to try it, but I am not interested in compiling it myself or adding third party repos for it. I want it on the standard (stable) repos!![]()

OpenSuse Factory already has KDE 4.7. If you want it in an official release I think it will be Fedora, Ubuntu or OpenSuse - whoever releases first.
Once KDE 4.7 hits Debian unstable you can also try Aptosid, but since you asked for stable releases ... -
Yes it is stated to be part of 12.1 since it is already in the factory repo... 12.1 final release is expected to be somewhere around mid november 2011, so there might be other distros which might package it as part of their stable release before November....
KDE 4.7 who will have it first.
