No, it's just the way Ubuntu starts off with the volume control. Open up volume control and put the controls that are only about 80% up (like PCM and Front I know for sure) all the way up and you'll hear the sound louder.

I'm pretty sure I have the volume maxed out, since the volume in the upper right hand is the master, no? I'll check it out. Thanks.

IF the others aren't maxed, then no it's not all the way up.

Use the console based alsamixer, it works a lot better than any GUI volume control.

I do have to admit, though. Sounds from my XP is a lot louder than my Arch. I play D2 in XP with Volume at 1, and it's plenty loud enough. In Linux I have to move it up to about 1/4 to hear anything decent.

It really boils down to one's familiarity with the OS.
On our old Fujitsu-Siemens laptop, i can get more sound out of Linux than my wife can with MS-Windows. She is the family WinXP expert, and I'm the family Linux expert. Probably I have more familiarity with Linux than she has with Windows.
The alsa driver for most Linux hardware audio codecs is pretty reasonable. I suspect for MS-Windows, with most audio hardware, it should be possible to get the same audio levels as Linux. -
