Are you able to boot any kind of external media? What kind of machine is it? What are your BIOS boot settings?

There are some pointers here at the top of the page:

Play around with it for now and if you like Ubuntu 13.10 then hold off on the install and wait for 14.10 LTS to be released in April 2014.

I have a Alienware18 i7 4700MQ 8GB ram 64bit WIN 8.1 trying to boot Ubuntu 13.10 64bit I reset the bios and to boot to the USB and I see the splash screen, chose a language (English) then I get a cursor flashing top right for a minute then a blank screen. I wonder if it has to do with the Graphic card. I have dual GTX 770M The same sequence with DVD.

You might want to boot with nomodeset option. Black screen due to wrong mode-setting is very common with 13.10.
