All this stuff is on servers, and not Ubuntu's servers, but the individual package maker usually. There are literally hundreds if not thousands of gigabytes of packages in the universe and multiverse repos... there's no way you would ever be able to put them on CDs. Maybe Blu-Ray discs or HD-DVDs, but you would require several of them as well.

What possible reasons would you have to want the ENTIRE repositories on disk? There are upwards of 18000 packages there!

Can you not find a simple wired or wireless connection to get everything in Linux working and downloaded?

Dude. As in, all the packages? You can enable the repositories, do an apt-get update, and then download the specific packages, but the set of Universe and Multiverse is well over 14GB.

    See this: http://blog.entner.net/2006/08/16/make-ubuntu-dvds-including-everything/

The best solution is really to just plug in for the hour or three it takes for you to get everything downloaded and configured. Or better yet, to just plug in until you get your wireless working, and then you can unplug and do it all without being plugged in.
