the ping is good, green, so thats not the case.
I close all my programs and set it to 1280*800 with everything high, except shadows (low smooth) and it lags as hell!!!!!!
i am talking about 15-30 fps (very unstable)!!!

It might be using the IntelHD gpu instead of the nvidia one. I had that issue when using the beta drivers. I'm back on stock drivers that came with the CD.

The only time the turbo light turns off on my GE60 is when I turn off the laptop... And yet it still used the Intel GPU when I was trying out the beta drivers. D3 runs ~100fps on fullhd, all high, medium shadows, no AA, vsync off. It goes down to around 80 in some areas. Running D3 on the IntelHD gives me 20-22 fps on the same settings. So, yeah, you might to check that out first if only to rule it out.

Maybe you're using Intel HD 4000 to play Diablo 3 and not the Nvidia GPU.
If you're using stock nvidia driver, go and manage your Nvidia's program 3D settings for your Diablo 3 to utilize your Nvidia's GPU - it works for me this way and better, since it's a pain in the to realized Nvidia Optimus didn't switched to my GTX660m when I'm gaming. So I just set the program to utilize my GTX660M whenever my games are opened. -
Man I went from a lenovo with a radeon 6550m which played d3 pretty well at 1920x1080 on medium, to this machine which should be a beast compared to it - and it is unplayable. I die because it doesn't register my clicks and keypresses, it is stuttering so badly... trying different drivers I guess ... it is very disappointing.

I tried different driver sets, I tried different settings, I always had random hitching - until I changed windows 7's default power plan from "balanced" to "high performance" - I had gone into balanced and set all things (Cpu, graphics, etc) to 100% - but not until I changed the power plan to "high performance" did it fix it - now it runs smooth. Strange

Were you gaming on battery?
The 650m (or 660m) should be more than enough.
Always game in high performance mode while plugged in.
If you don't the CPU/GPU gets turned down or underclocked. -
I haven't done anything on battery. On "balanced" it ran worse than my older laptop with 6550m 1gb.

Really odd - just tested D3 and MW3 on my GE70 (which should make no difference to the GE60) and it works really well - not as great as my desktop for obvious reasons but still great.
Really could just be your configuration cuz I manually configured my Nvidia settings prior (I do this even on my older laptops)
GE60 can't even play Diablo3 in mid res and high settings
