MSI GX620, GX623, GT627, GT628 all use the exact same bios, why do quad core CPUs work in some but dont work in others?

So the latest BIOS for those 4 notebooks on the msi website is the same, I checked with a hex editor (hex workshop v6), using the “compare” feature and it shows the files are the same down to the last hex value.

In fact if you check you can see the download link is the same no matter which of those 4 notebooks you select on the msi downloads page.

So what makes quad core CPUs not boot in some of these notebooks?
And is there anything you can do to make them work, like a volt mod or maybe solder on some missing SMCs?
