How can i tell if I am getting the internet package deal that I should be receiving. I am currently on FIOS 30/20 MB dl/up. But the fastest speeds I see when I am downloading a file from lets say like megaupload, hotfile is 2MB/s.

Well, you have to take into consideration the distance etc.
My cousin has 5/1? I think, anyway, the MAXIMUM dl he can get is 500kb/s. However, you are in Jupiter, and I'm in Australia, so...
But, try speedtest.net you can see for youself. -
ISP speeds are generally for the LOCAL loop only. The speed quote (what you happily pay for) is for the cable/fiber between your house and their demark point.
After that, you are at the mercy of the Internet, the servers & routers at the ISP, and the peering arrangements the ISP has with other carriers. No ISP will ever guarantee connect speeds between your house and any specific site on the Internet. -
No, you don't. You have 30/20Mb/s dl/up. (B denotes a byte, b (lower-case) denotes a bit. 1 byte equals 8 bits.)
