My sister recently bought a new Dell Inspiron and while configuring it she wasn't able to connect to the WPA PSK network. But the other two computers, another laptop and a wired computer can connect to the BEFW11S4 router just fine. The router also has the latest firmware. When we unsecure the network her router is able to connect to it.
Anyone know what we can do?

hmm..u said she "recently" bought it...strange...I would understand if u said it was an older laptop because I know the laptop I use right now is an older Toshiba and it doesn't support WPA. I have to select WEP to get it to connect to my router. So instead of using it's internal WiFi card I opted to use my Linksys External Adapter which connects to WAP w/ no problems.
Anyway, first off most likely it's a computer issue..so don't worry about the router's firmware just yet. Ok..i'm guessing it's a Vista laptop so try these steps:
1) On your sister's laptop, right-click on the network icon and choose 'Connect to a Network'. When the window pops up, right-click on your network and choose properties. Under the Security tab, see that the security type is set to WPA-Personal. Select the correct encryption type which should be the same as how the router is set up. And enter the correct Network security key (Verify on router if unsure). Click on the 'Connection' tab and ensure that the first option is checked. Click ok, and cancel to get rid of the verisign prompt. Now select ur network and choose connect. If this doesn't work move on to step 2.
2) The above should work!

Some drivers do not support WPA-PSK since it's not a secured protocol. I would strongly recommend you go to WPA2-PSK. If you do not see WPA2, get XP SP3 or the hotfix (search for WPA2 hotfix)
