At layer 3 (OSI), if IPv4, then yes, every subnet has a broadcast address. IPv6 removes the concept of broadcast, replacing it with multicast and anycast.
Layer 2 is pretty diverse, so I'm not really sure. Ethernet based WAN links most certainly have the notion of a L2 broadcast, but protocols such as PPP, ATM, MPLS, or Frame Relay do not, unless encapsulated within Ethernet (i.e. PPPoE). -
