I have a 1 MB connection so i should be able to download for 100Kb/sec or around that but i download only by 30 or around. for 3 months
I called the company several times but every time they make me enter cmd and write netstate -t (not sure exactly what was it), when i tell them their are many items in the page they say you have a spyware on the laptop. When doing that nothing was opened on the laptop and i checked that i'm only the one who uses the net.
I deleted spywares but no improvement, i formatted the laptop and no improvement. We have three laptops at home and all suffer the same problem.
Is there a virus for routers?? I have an old 3com router (it used to work fine before but all of a sudden it went like that)
Can a router cause this problem? Should i buy another one? (It fell alot before and look miserable now but it is working)

How are you testing your download speed? Are you using a tool like speedtest.net?

If you connect one computer directly to the modem, does your download speed increase?

If you are connected directly to the modem, and you are positive that your computer is configured correctly and you have no viruses/trojans/malware, then the problem lies with your ISP and/or the modem provided by your ISP.

When i get my laptop, i'll go to them. I'll tell them "Where are these SPYwares?!"
I'm sure the 4 computers we have at home don't contain the SAME spywares, -
Just to clarify things, you removed the router and connected one computer directly to the modem and still had speed issues? Did you do any further troubleshooting by connecting every computer, one at a time, directly to the modem?

Contact your ISP and request a visit from a technician.

Have you run the ISP network optimization appplication? Cable ISP have that application in their web site, if you don't use it you won't have a good throughput.

If your running XP and not Vista download CableNut and the aux pack to optimize your pc. You just need to select the proper settings that match your enviroment. This is the only one that I have found that worked for me.
Do you get the same speed problem with different browsers (IE, FF). And have you tested with a ftp program to see what speeds it reports? -

The aux should be on the same page as the main download http://dslnuts.com/files/CABLENUT_UPDATE.exe. Then you launch cable nut and select your ISP setup (cable 2m/256k), then do it. I'm on a MBP now so I no longer have it where I can take a look.
CableNut will not work with Vista.
