Just as the topic says...
Is it possible to make a regular external hard drive that connects to computers via usb into a NAS external drive just by using a regular usb to ethernet adaptor - and then of course plugging it into the router???

No, because those adapters require drivers that are installed on an OS. You cannot install a driver into the firmware of an enclosure
