How do i assign a specific IP to my router so that my laptop connects to it all the time?
I'm using the Linksys WRT54G router.

Your router's local IP will never change. It's statically set.

That's of course true, but technically speaking you can change your router's IP and subnet if needed in SETUP/BASIC SETUP page.
Still as @spoon wrote, the IP will not change periodically. -
what do i do if lets say, i want 192.168.x.100 to be assigned to my laptop?
because sometimes it gets assigned to another laptop..depends on which laptop gets connected first. -
That's called "static leases"- The result is that certain MACs always get the IP you specified but you still have DHCP enabled for other computers (i.e. guest's laptop)
You gotta submit those MAC addresses and corresponding IP you want them to get manually in the router setup. Note that not al routers have this function. -

Well I don't have this type of router anymore and when I looked at Linksys' site- there seem not to be this option in those routers.
If you have WRT54G V1->V4 you can install DD-WRT that has static leases under services tab (with DHCP daemon enabled).
Definitely worth doing as DD-WRT has A LOT more features than stock Linksys firmware. -
Linksys firmware doesn't have static lease options. You'll have to use a third party firmware. Otherwise you can manually assign yourself an IP through your computer's network setting.

Enter network settings in the IP Property Dialog
In Vista:
Navigate to Network and Sharing Center
Select Manage network connections
Option click on Active Network and select Properties
View Properties for IPv4.
In XP
Navigate to Network Connections
Option click on active Network and select Properties
View Properties for Internet Protocol (TCP/IP)
