I feel like in the past I had a upload speed that was considerably higher than this (12-15). I feel that this upload speed is pretty underwhelming in comparison to the download speed. Any advice? Thanks!

It totally depends on what connection you have. That would look normal for 100/10mbit connection that's crowded by torrenting teens :p

But for 24/1 adsl it would be phenomenal... :D

I have a 50/25mbit but typically see ookla at 60/30 MBs, so I am happy enough.

It's like Intel Turbo Boost for your Internet service. Comcast calls it PowerBoost. It's faster during short bursts of activity, like the Ookla Speedtest. But anything sustained, like a Steam game download, and your Internet speed will settle down to what it's supposed to be.
