Seagate, WD and Intel I believe offer free versions of this software that are available for download on their web sites.

Yes there are some cut down versions out there for free but they are limited in what they can do so not a good idea to rely on it. Say you want to change your HDD to a new brand the free software does not support and then suddenly your backups may be useless to you.

Another thing I think the free version lacked that I needed was the ability to create a boot from cd/usb disk so you can restore from outside of windows. In most cases if I need to restore its outside of windows because I am not just rolling back I am fixing something or installing new hardware.

That's not true. I've used both Seagate and WD versions to make boot CDs. I'm not sure about USB. Sure, they'll limit you to their drives, but what did you expect? It is free after all, but there's no mail-in-rebate to deal with either. I don't know what the limitations are, but they do what I need, which would be making an image of a clean install that I can restore at any time.

There were some simple tasks I needed to do that I could not do like change partition specific restore or drive cloning.

It was a long time ago, but I remember quite well the free version was unable to do what I needed it to do and I had to get the full version.

When the full version is essentially free I see no reason to not get it, even if it involves a rebate that is more than worth having no restrictions and regular updates to the program.

Well, it's just an alternative for someone who's already got a drive, but doesn't want to hassle with the rebate.
