I took a leap of faith and bought from a online retailer that had no feedback on google stores. A place called global trader.
I figured since they took paypal I could dispute the charge if it was fake, and in a worst case $15 is not a whole lot of money.
I got GTA 4 from them for $15 and I got it almost right away (3 day shipping) and it works perfectly. It was "open box" as the site said but the disks and everything inside were in like new condition. I have one minor scratch on the first disk.
They have quite a few other good game prices too, most of them new in box.
This was a $15 well spent and I really like GTA4 so far.

The risky thing about buying open/used PC games, and the reason why companies like Gamestop don't sell used PC games is that you may have an issue with the DRM on those games. Now this may or may not apply to GTA IV, I don't know what DRM it uses, but with those games that have an install limit, or the ones that require a key to play may not work properly if passed from one user to the next. This is especially true when you don't know who the previous user was. For example, if the previous user copied down the key and/or distributed that key to his friends or posted it on the internet, you may not be able to play the multiplayer parts of the game.

Fortunately you didn't get a dud copy of GTA IV. Can't beat the price, and the risk payed off this time. -

@ViciousXUSMC, I'm glad you got what you paid for, but judging by just the design of the website it looks shady. I don't know they could be legit, and were in your case. I guess I shouldn't completely write them off even though their stuck in the 90's with their website. -

I know it will not be of much use to most people here but while in India in December/January, I decided to visit a mall and saw GTA4 for the PC being sold their for only 500 rupees ($10). I immediately thought it had to be a pirated copy, a bootleg but I purchased it anyways and it turned out to be a genuine copy. Despite the back of the box stating it has to be activated in India, I brought it back here in the U.S and it activated just fine and the multiplayer works fine as well.
Interestingly on the back it also states it can be installed as many times at least in India. I wonder if this would work with my Indian copy here.
EDIT: I had accidentally said it was $15 instead of $10.Attached Files:

If I right click the game icon I see something called "revoke license" to me that means there is a limited number of computers it can be on at once, but you can remove the license from a computer with that features.
I figure if its beyond the install point just an email away is all it would take to get it fixed.
