I went to dell.com/ou and it said 12% off, and had a button called "start shopping." I got all the way to the cart/checkout, and I only see the $300 off that I got from Dell. How do I do the 12% university discount?

I would call Dell to verify that your laptop is eligable for the 12% discount. When I called them, they told me that they offered better deals in their home section in addition to the coupons.

Before customizing the laptop, you choose bronze, silver, or gold/platinum student packages. These packages qualify you for the discount. To get 12% off, you need to buy a laptop for over $1600 and have the silver package or above. However, even with a cheap laptop and the bronze package, you should still get 4% off or something.

i think something was messed up with dell for a little bit yesterday. i tried to configure a laptop with 12%, and at first it wouldnt even load the page. it said something like it needs to pull up my info. then later it finally worked, then when i configured it, it only gave me 6%, even though i chose 12%, and had over $1600 or whatever it needs
