It won't matter... But good for overclocking if you want/need lower CAS timings at faster speeds. These are CAS 9 at 1600Mhz and most 1333MHz RAM are CAS 9, so probably get CAS 8 or 7 even at 1333MHz.

Depends on what you do with your laptop. My laptop is my de facto main machine. (I should really build myself a good desktop, but that's neither here nor there.
In any case, I do video encoding on my laptop, and once I have four instances of x264 chugging away, I was chewing up a total of 5.8GB of RAM, when my laptop has a total of 6GB. I could benefit from it, in this case.
Although, I wish there were sales of 1x4GB sticks, since I have three RAM slots and I'd much prefer that my RAM matched. -
Dang, and I just bought the Mushkin RAM kits that had the rebate just this Tuesday... lol. Oh well, I'll be fine with 1333MHz

tl;dr You get CAS 9 at 1333 Mhz even with these sticks so buying them for an assumption that there's a lower CAS latency is a waste compared to buying normal 1333 sticks.
Edit: It's been bugging me a lot but I can't figure out where I heard this but if the processor can only run single channel on the RAM, does that mean that it's okay to mix and match RAM sticks without penalty other than it running off the lowest frequency (my case is it only supports 1066 which is the lowest DDR3)? -
