I was reading about aluminium vs copper vs graphene, and I know graphene costs a lot, so until it is mass produced it isn't work it, but, what if manufacturers but the processor/gpu nearer to the edge, had a single aluminium heatsink over each unit, and had fans tearing at 30dB~?

They already do that, the chips are as close to the edge as possible - don't forget there are lots of wires going through multiple layers of the board from the chips to the motherboard components...
Better heatsink idea.
