I have a new Toshiba R10 and I am looking for a new cover (like a book cover) because this is a University laptop there will be many that look just like it and I dont want to get it mixed up. And it can not be any adhesive because then there is a $50 fine.
Any ideas about what to do?

Adhesive stickers are fine, they're made to be removed. If there's any adhesive left on the lid, you can get it off with rubbing alcohol.

I can not have any adhesive, even if they see it I get fined.

There are a lot of sites that use silicon "adhesive." Dont let the term fool you. Silicon does not leave anything behind, and they are not only removeable, but also reapplicable. i posted the pic of my laptop with a SGPstore.com skin, and I took it off 3 or 4 times before I got it the way I wanted it. Didnt leave any residue behind.
