The case on my laptop is broken to hell and I was wondering how hard it would be for a noob to build a custom case and how I would go about doing it and what materials would be needed. I plan on using all of the same components including the screen. Looking to spend around $100-250 usd max.

You'd be better of by tapimg the case or trying to fix it with adhesives that are available for plastics which I presume the case is made out off.

Custom as in, form and etch all the parts, then screw them in?
What parts are broken? It's gonna be hard as specific pieces have to be built and formed in certain ways, and unlike desktop's cookie-cutter cases, every laptop has a unique build in terms of ports, vents, cooling areas, etc. -
it's pretty much beyond repair. it's an old compaq laptop and its cracked all over. i would like it to look kind of nice too

just the whole outside case. the hinges that open and close the laptop have cracked and so has the area around the touchpad/keyboard.

Well, if its old, I'm not sure if its worth spending a few hundred to improve how it 'looks', as it won't improve performance at all. How old is it really? Perhaps buying a old non-working on from ebay and replace the insides could be viable?

well its a pentium 3(not sure of the speed atm) with 256mb of ram. i plan on putting linux on it and it should run fine for me. if i can get away with spending <= $250 id rather just build a case and it would give me something to do

wow that would certainly be hard!
All I can think of atm is lots of plexi and some 1337 modder skills to heat and bend the sides to make nice rounded corners. Probably next to impossible for the 4 sides but you could at least make a box of plexi and try to make it uniquely clean/clear looking.
