A DVD movie, or a DVD install disc? You can sometimes change the sound limits on a drive, force it to run in a slower mode. But basically, no, you can't make it much quieter. Make sure the DVD is correctly and solidly on the spindle, and make sure it's not just a badly-balanced DVD.

If the hard drive is truly as loud as you depict, it likely either has a defect, or is damaged. My HGL30 (a very similar model) makes noise, but not any more noise than any other laptop I've ever used. I would suggest maybe taking it back to get looked at.

I can only hear my hard drive when there's absolutely no other noises; like when I leave it on in my room during the night. Even the fan drowns it out.

The Optical drive can be loud when spinning up to install something--but playing games/DVDs shouldn't make much noise at all. And some discs are louder than others as noted.

If you're concerned about the noise--I would recommend a quick call to Powernotebooks' 24/7 Tech support. They're very nice and will help you sort out your concerns.
