So... you guys were right. I took it apart again and found, that I installed doubble amount of thermal pads. This causing that GPU was not connecting the heat sink and it overheats. Now I corrected this and I was abble to install drivers and picture looks nice. Didn`t made any tests but I hope everything is OK. So remember, there is no MINOR THINGs.

Urmas It is good that card work well now.
Now i can say some rewiev about my hd4650. It is really good card. Games like Asassian Creed 2 work very good. No problems with FPS. But sometimes i have freeze picture and computer stop work. At first i think it is problem of driver or something else. But now i make some tests and discover that. When i play card heat for 90 degrees and stop work. It fix when i connect one more fan in the card aera. When fan work - in games no problems. Gut gta4 work strange i think. fps is good but when i touch buttons like D or A for turn car, i have lag for few time. I think it problem not connected whith hardware. Anyway i happy that buy this card. -
Good that your card works, Urmas and great news from you, Eugeni. 90°C is reasonable for that card in such cooling system. It could be lowered by undervolting GPU and CPU, you should be able to get to 80°C.
Don't worry about GTA4, I think your lag is related to you CPU. GTA 4 relies to much on the 7 core setup of the PS3 and they could not really change this with the port. Therefore GTA 4 will only begin to run really fluently with a quad-core. -
Hm.. Strange I play in GTA 4 with Nvidia and i have not this lags. But sometimes fps was too low. Now fps is hight but when i push anything button i have lag.

Yeah, I was disappointed as well. My HD 3650 GDDR3 ran GTA4 the same way or even a little bit worse than my 8600M GT used to do (just that the 8600M GT would run finde for like 1 hour and then I would have graphic glitches and the game would begin to run very slowly, I think that is what killed the card in the end ;-) ).
But the HD 4650 should run the game... but it depends on your settings of course. Probably the 8600M GT could take some work of the CPU since the game is made for Nvidia cards. An ATI card cannot help the CPU and therefore, since the our CPUs are too weak for GTA 4, we have lags.
