Hello, today I've decided to remove my password to bios and change settings. At startup, I pressed the F2 key and entered the password. Everything was going on normally. In the Security menu, I entered the password again, then left the lines blank and pressed the enter key twice. So I removed the old password. Then I moved to the Boot menu and wanted to enable USB ODD that was disabled. I have reached the appropriate line and pressed Shift + 1 keys. But nothing happened, I tried it several times, without any results. I tried to change other lines, but nothing could change. I thought if it had anything to do with a password, so I moved back to the Security menu and tried to enter the password again. After filling in the first line, I realized that I was entering a new password, so I pressed the ESC to interrupt it. It occurred to me that maybe before changing the settings (after deleting the old password), I need to restart the laptop and re-enter in the bios. I pressed the F10 key and saved the settings. After the restart, a password was required to access bios (I do not understand why when I removed it), I tried to enter my old password, but it did not work.

Hit 'enter' when it's requesting the password, don't type in any characters.
There's a difference in how it behaves between never-password and once-but-now-removed-password. If you want the old no-request behaviour back you could try flashing an older or newer version after you've cleared it in the security page. -

So I made a bios flash but still requires a password (old password does not work).

It's not blank then? So just hitting ' Enter' isn't enough?
A password will survive a flash, but usually it won't even let you flash a new bios version unless you provide the password. You did flash a newer or older version, right? A same-version bios will likely be skipped without flashing at all. -

I searched a bit on the Internet and found out that someone else had created an unknown password for access to the bios in a similar way as I do.
The symptoms are the same, entered the bios password, tried to change the settings (which was not possible), then remove the password. After saving and restarting a password was required, the old password does not work. It was also Phoenix Bios, but I do not know the version.
