I've had this problem for a while now, and that is that my laptop is plugged in, but does not charge the battery. I was running windows 7, but i had this error appear. I had done some googleing and found there were windows 7 battery bugs; for plugged in, not charging. It said the best method was uninstalling the acpi compliant control method battery, which i did. this didn't solve the problem, so i decided to put in my new hard drive, but with windows xp installed, which was installed a week ago. I had got a new battery, and still have this same issue. I went down to radio shack, tried one of their universal chargers, but had the same issue. Now I am pretty sure after all this, it is something wrong with the computer.
So I can actually get my laptop to charge, but only about half a percent, then it goes back to plugged in, but discharging battery. I plug the charger back in, and it will charge a little bit more, then do the same thing. Something I think is important is the moment my laptop stops charging, it makes this sound [ http://www.youtube.com/watch?v=UsOtzunB-p8](sound is around :03), I'm not sure what it means, but i think some hardware is getting overloaded, overheated, or something. Another thing to note is I can I have a battery level of 0% while plugged in, but once in a while it will lose power and shut down suddenly, so i think there is a loose connection somewhere, i just don't know where to start. Any help is greatly appreciated
