hey quick question
if i buy a hel80 with a lower end 1.6 or w/e core 2 duo proc, can i later buy a 2.0 ghz core2duo and upgrade it myself?

Yeah sure, as long as you update your Bios to version 1.05b I think.(Could someone verify the version please?)

The Hel80 supports up a to a c2d 7600(2.33ghz)

In short, yes you can upgrade the CPU. If you run the numbers on such a proposition though--it's really not cost effective to do so.
You'll end up buying two processors and throwing one away (or get very little for a used on on ebay). The amount of money spent on the new processor could be used towards a newer system in the future when you would get more of a performance increase--particularly if you're talking about going from the T5500 to the T7200. I doubt you'd notice the difference at all--and you'd end up spending $200-300+ to do so.
Most users actually overestimate the processing power that they need and rarely max out the potential that they do have. -

.
But seriously, more power is always nice. I just urge you to consider how much you're paying for what sort of performance increase before doing any upgrading. The small performance increase and cost of an upgrade from my T2500 to a T7200 have me waiting out the 64-bit revolution until I buy another notebook (perhaps next year). Well, not only CPU has me waiting--but that's another story altogether.
