I own a Compal JFL92-03 with a T9300 and a 8600M GT 256MB GPU. The GPU in idle at about 75°Cand can go up to 85°C or more when running 3D programs. My oS is Vista 64bit with last Nvidia driver I have monitored clock with rivatuner and GPU never goes in 2D clock stay always in 3D clock ( 475MHz ). Why? 75° in Idle is a bit hot

I don't think you should worry about your temps, because 85°C sounds very cool for me. ^^
I have an Acer Aspire 5920G with a 9500M GS and this graphics card even goes up to 96°C without any additional cooling. My laptop is already 1,5 years old and it has never shut down in case of overheating, so I think it's not a very big problem if you get 85°C with your 8600M GS. -
I'm using the drivers that I suggested, my temps are 67-72C. I used Everest to check the freqs and they are in low 2D.

IT is very strange that your power mizer is not working.
Try these drivers and see what happens:

Also try monitoring the temps with Everest or so, I made the experience that sometimes the card just stays at the highest clock rate when working with programs that can OC the card, used to happen to me with GPUTool.
I thinks temps are not the issue, the card gets quite hot. 85°C is ok 75°C and with high clocks is normal during idle.
I used basically every driver for my 8600M GT that is out there and never had such problem.
Just to make sure, can you install everest, restart and check the clock rates without opening rivatuner? -
^^^Correct. Rivatuner, ATITool, or some OC software can mess with these freqs. Try uninstalling RT, restart, clean registry, uninstall driver, clean remnants of the driver and then install new drivers. Try this if everything else fails.
