I noticed an article on overclockers.ru regarding of removing a hardware lock on FSB, as I suspected from the very start. Here's translated version:

IFL90 should have very similar circuit, but unfortunately, this mod requires removing one of the resistors, and that is no go for me. I could tolerate extra wiring with electrically conductive glue, that can easily be removed, but not this.

Seems that our search for easier ways of overclocking is not ended. If any one has further information, please post.

There won't be any easier way, it's hardware lock and only way to bypass it is to solder.

Same problem here with a ICS9LPRS355 on a HP 2510P (and probably 6910P). There are also FSC, FSB, FSA signals that may be able to be tapped to hard set the CPU frequency. In my case it starts at 133, but can be 166, 200, 233, 266.. etc. Not as flexible as unlocking the PLL, but still a possibility.

It should be noted that the trusted mode enabled pin also functions as a PCI2 signal after post. If hard setting it to disable the TME mode AND the board uses PCI2, then could be in another bother.

EDIT: TME mode was overcome with ICS9LPRS355 and setfsb. Perhaps try that PLL and see if it works?

Could you explain what you mean by that edit, please.
Did 355 work for you, or are you saying that 355 also had the tme problem and that abo came up with a softweare workaround for that pll?
    Thanks.

Yes - abo worked around it. There's a stack more info about dealing with TME enabled (no overclocking) PLLS and how to get around this limitation here.
