If you are running vista, make sure the power settings are on 'High Performance", having it in 'Power saver' hugely slows down the GPU.

check your processes in task manager. Something could be hogging your memory.

This same thing happened to me in FEAR. I would go from 21fps to 58fps then up to 169fps again, and it was because I overclocked way too high. I lowered it, and now it's a steady 140-190.

Is it only this one game where you get poor framerates? Have you done anything that might have caused this drop?

Are you playing through ethernet or wireless? You might try disabling your wireless connection while you're playing.

I would also recommend doing a full spyware scan (grab Spybot: Search & Destroy from http://www.safer-networking.org/). If the framerate drops still happen, you may want to test your RAM with Memtest86. Just search for Memtest to find about 20 posts with full instructions on that :D.
