There are severale Modes in the Webcam
    Standard is 640*480!

With Adobe Phtoshop it is possible to push 1600*1200 - greate quality!

but is there any webcam software that just does the webcam and can make it so it has a better picture?? this lady (my sister lol) doesnt even want photoshop or anything extra she wants to be able to video conference with my bil while overseas until she goes over. then when she comes back home she wants to use it again...

i just used a acer i setup for someone this week one of those office depot specials and i have to say the acer webcam software was awesome. but i tried it and it doesnt recognize this camera and it just shuts down...

No, I tried several programs, like webcam recording software and nothing. I thought that maybe they will have some settings for manipulating the webcam but none of them helped really much. You could try that, maybe it will be OK. Just google for webcam recording software, there's a bunch of them out there. If that is what you asked for.
