I keep seeing kbd's listed at 'emissive' for CF-29's on Ebay and wondered if that's the same as the 'backlit rubberised' ones? Could it be another term for exactly the same thing?

Nope.
The emissive keyboards are like a standard hard chiclet-key keyboard, only they use IndiGlo emissive backlighting. They are considered the premium backlit keyboard for MOST kinds of rugged use; aside from heavy dust infiltration, they are nearly as durable as the full-rubber soft-key style keyboards but with the same tactile feel as a conventional keyboard.
Both styles have issues with random single or multiple key failures; you want to be sure your seller offers a guarantee before shelling out that kind of dough.

The rubberised keyboards are often used in environments where inadvertent contamination is a potential issue (i.e. where material can get stuck and dislodged from under the key caps. Examples where this is useful include food processing factories, healthcare, crime scene investigations etc.
They're also useful in environments where the keyboard is likely to come in contact with sticky or viscous fluids as they're much easier to clean than the regular chiclet style keyboards. -

If it helps to make things a bit clearer, think of the rubberised keyboards as membrane keyboards.

There is one seller of toughbook and parts on ebay that he doesn't even know what he is selling. I have noticed one time that the WWAN antena of cf-29 selling as gps antena. What the heck! and the rubberized keyboard selling as emmissive. He mixed it all the type of keyboard all in one item, Lol.

So are the emissive any more water resistant than the chicklet? I know the rubber is def water PROOF, but not sure bout the emissive
