    Should be 4.5amps, please check again, I cant read the print in the photo.

    i think that unit uses a "smart charger" ... notice the sleeve and ring on the connector in the photo ? this is in addition to the conductor in the center .
    in essence , the charger and the 'AX3 *talk* to one another ... and they aint liking what is being said .
    according to the specifications , the original charger is a 5A unit .

    i am not saying that this is the problem but it is a place to start .
    also , sometimes a charger can be labeled and look like it is a "real" unit ... but it can be a bogus/knock-off copy .
    it may be an error in the software/firmware that is causing the problem as well .

    ps ... mediafire is a terrible image host ... i had several redirects and one was flagged by my antivirus .

    "standard" as in 15.5 -> 16 VDC ... not the 19 volt chargers that are the lion's share of the market .

    somewhere in my mess of stuff in boxes , i have two special chargers ...
    one has the same sort of connector as was shown in the OPs' pictures ... it fits a rechargeable piece of rf gear (spectrum analyzer) .
    the other one is a "multi charger" ... there are different size ends that plug into the output lead and at the same time , the output voltage is set by two extra sense wires that "look at" at resistor in the adapters .
    (that one was used for two jobs in the 20 years i have owned it)

    Some shops near me dont have 16v-5a.
    i will recovery win 8.1 of manufactory, if it still happan, maybe must order one from panasonic.

    yeah , those higher voltage power supply/chargers (not to be confused with current or "A") will damage the input/regulation circuitry .
    once this happens , the only fix is to either send the unit in for repair or get a new one .
    joe consumer sometimes (well most of the time) that they are 19 volt or the salesman tells them they need *blablabla* and give the customer a 19 volt unit .
    now , just try to hold some punk kid and his shoddy store policies responsible for the repair ... good luck with that .
    as i mentioned , most every other laptop/pad out there uses a higher voltage (the thinkpads are a noteable exception) ...
    the toughbooks and toughpads use the lower voltage as a means of being more efficient ... less waste heat generated in regulation of the supply .
    since i have belonged to this forum , there have been a few fellows post that their new supply doesn't work or "something smells funny and my comp stopped working" ..." .

    you should be able to get/download a "disease free" copy of W8.1 right from M$ ... and use that to make an installation usb drive .
    from there , you can get the drivers right from the panasonic web site .
