Is the DVD multi also a DVD burner while the DVD ROM isn't?

Not always. My CF-74 OEM optical drive clearly says MULTI on its faceplate but only can read DVDs, not write them.

The term "Multi-Drive" is an industry standard; it means it can burn both CD and DVD media. Look up the specs on your drive by model #; you may find that it's SUPPOSED to burn DVDs, but is defective. Alternately, you may find that you're supposed to have a drive that is DVD-Multi compatible, but someone put the Multi-labeled face on a non-multi-capable drive. Yes, I've seen stranger than that coming direct from the factory.
