First, thank you all for the help over the years. I've posted little, but read a lot to build two toughbooks: a CF-28 music jukebox, and this CF-19 to try note taking with Onenote, then do marine navigation later.
I hope this post will help those trying to clean install the current win7pro32sp1 on a mk3 without using recovery disks. The recovery disk install is easiest of course. I chose to try a downloaded drivers install because I own a transferable license, because I wanted integral service pack 1, and because I enjoy a challenge. See end of this post for tested functionality.
Panasonic supports win7pro32 clean install on the CF-19 mk3 as described in this pdf from their website:
"Installation_Instructions_19K_L_Win7_H-2009-0251.pdf" dated "29-Mar-10". I followed this document carefully as advised by posts here, but found it tricky. This post shares what I did (long):
Hardware:
CF-19KHRAGAM appears to be stock except memory is 4GB. BIOS version 3.00L19. Embedded Controller version 3.00L18.

Install 7pro32sp1:
I used the "Windows 7 USB Download Tool", downloaded from microsoftstore.com (free), to create a bootable USB stick with the X17-59183.iso file (2.5GB). It was clean installed by formatting an existing NTFS partition containing XP with "Custom (advanced)" and "Drive Options (advanced)".
Install Downloaded Drivers etc. Per the PDF:
The pdf is a table with 42 numbered rows where each row is a step to be done in order. I elected to do 27 of them listed below. Most steps were done by executing the listed downloaded file at a Command Prompt, run as administrator, with the "-batch" switch appended as described in the pdf footnote 1. Each time this is done, files are unpacked to the directory listed in the pdf, then a batch file is run to do something with the files.
Two of the 27 steps: 13 and 35, require more after the batch file. For step 13 (Tablet Buttons Driver), an additional batch file must be run manually. For step 35, a directory must be created, then a file copied into it.
For three of the 27 steps: 40, 41, and 42, no batch file is used. For steps 40 and 42, a command is run. For step 41, a program is uninstalled, then 2 commands are run. I did step 40, which turns on bluetooth in the BIOS, before 37 to install the driver.
I copied all 27 downloaded exe files to directory "C:\t" from which I executed each of them per the steps below. The file names are long, so I used <tab> completion to minimize typing and typos. I waited 2 minutes after starting one command before starting the next. Step 41 takes longer but feedback is good. The only restarts were at steps 41 and 42 as directed by the installers. Don't forget to run Command Prompt as administrator.

While running the steps above, I cut and pasted the text from the command prompt window into the attached text file "CF-19_7pro32sp1_cmd_log.txt". (It's actually from 2 windows due to the restart at step 41.)
After the above steps only, I verified the following functionality:
All tablet buttons (with screen popups).
Autorotate (after setting screen angles in Display Rotation Tool via System Tray right click).
All function keys (with screen popups, and external video switching).
Touchscreen with Win7 native calibration (Panasonic calibration has grayed out choices).
Sleep and resume by closing and opening lid.
Sound from speaker, sound from headphone jack (mutes speaker), (there's a buzzing noise over the Windows startup jingle).
SD card read and write.
USB read and write both ports.
LAN.
WLAN.
