Hello everybody
Seems like I have similar problem. I have CF-19CJGADBM mk1. My hard drive went and I installed new SSD 120gig drive. I checked all the forums and downloaded drivers from Panasonic site, followed installation procedure H-2007-0155, installed Window XP SP3. Problem - I could not get my stylus to calibrate (or maybe my touchscreen not working) - when i start calibration procedure touching the target (red cross) with a stulus = nothing happens. I thought to buy a recovery disk - but not sure where to go .I found this: https://www.toughbookrescue.com/toughbook-cf-19.html not sure if this is original panasonic disks. Any help will be appreciated!

If the touchscreen is bad, loading a restore disc will not fix it. Download Linux Mint 13 Xfce and boot from that. If the TS works, then get a restore disc. If it doesn't work in Mint, then the TS needs to be replaced.
You can get factory restore discs from Heartland for $5 cheaper then the site you posted, and you will know it/they are the right one(s). -

To test the touchscreen, you do not need to install Mint. Burn a disc or make a USB stick and boot from that.

So I burned Iso and boot up computer. All went OK, what do I do now? Is there a test to run for touchscreen?

Yes there is a test to run for the touchscreen......touch the screen with your finger or stylus, if the cursor moves to the spot you touched, then the touchscreen works. If the cursor does not move to the spot you touched, then the touchscreen does not work.

Linux installs the drivers automatically. All you have to do is boot the cd and run Mint directly from the cd.
Did the Touchscreen work before the hard drive failure? If you plan on keeping the cf19 then invest in a restore disk. It will return your CF19's Windows to the condition it was when it was new. CF19's seem to be extremely difficult to get the drivers installed correctly without the restore disk.
Where are you located? There is a board member who does a lot of touchscreen work.
It's up to you if it makes sense or not to replace the touchscreen. A new screen is about $100.00 for the parts. Do you want to do the work yourself? Do you really need a touchscreen? Do you want to pay someone to replace the touchscreen? Do you want someone to repair your touchscreen? -
So, yes it was working before drive replacement that is why it is a bit strange. I'm thinking if it make sense to keep it but i definitely need touchscreen, It is used for EMS so they need to be able to sign on the screen. Most likely it won't be me who will replace it I live in Philadelphia.and if I decide to fix it I will need to find somebody to do it. I guess Panasonic will charge an arm and a leg. Get a restore disk from Heartlands and try that first. You'll need the disk in the future anyway.
We can probably find someone on this forum to replace the touchscreen for you, if that is needed. For a fee of course. -

It only takes about 30-40 minutes , no COA to put in...it's all done for you. In no time at all you are up and running. This is really the ONLY way to do it. -
SGTrader, from my experience, when the TS does not work in Mint then there is a hardware problem. Okay, you say it was working before under XP but doesn't work under Mint. It takes but a moment for a hardware component to fail. I had a TS in a CF-74 go in the middle of a drag and drop. Order the restore disc from Heartland, do a restore, check that the TS still does not work, then get it repaired/replaced. As it is going to be used for emergency services I would replace it with a new TS.
I will be very surprised if the TS works once you have restored the OS. I personally have never seen a TS not work in Mint but work once the hdd had been restored. Doesn't mean that it isn't possible. -
