My CF-27's recently developed a flickery backlight when it switches on, is this normal?
It's also a bit dim, I have to use it at full brightness.

3 reasons:
- to less highvoltage (the transformator in the inverter is broken)
- to less environment-temperature (less than 5 degree celcius)
- the fluorescent-lamp is old and will die soon....
I would exchange the lamp or better, if u want to use ur cf-27 for the nxt years too, why not build in an LED-backlight, like I have done? -
The LED backlight sounds tempting, but I'm rather lazy. I'm going to wait until the lamp doesn't work at all before I replace it, but I'll bear LEDs in mind.
Are they quite bright/bright enough to be seen in the sun? -
It's brighter than the original backlight. http://forum.notebookreview.com/panasonic/471036-changing-ccfl-led-display.html

From what I understand, I would need to use a logic inverter, otherwise I would high brightness at low and low brightness at high. Am I correct?

Yep, if u will use the same PWM-controlled BUCK like I use.
